Synopsis
In Queens rail yards, contractors profit from repairing subway cars, leading to widespread corruption. Upon release from prison, Leo Handler discovers his aunt is married to a major contractor, Frank Olchin, embroiled in a fierce competition with a minority-owned company for contracts.
