Synopsis
A runaway vehicle driven by Yasaka, a counselor at a criminal isolation facility, crashes into the Public Safety Bureau. Inspectors Shimotsuki and Enforcer Ginoza are assigned to return Yasaka to Aomori, where they discover a deceptive paradise.
