Synopsis
In winter in Tokyo, young people are rebelling against the curfews and Internet regulations imposed by the Youth Ordinance Bill. They form a group called Surat and are determined to fight against Fumito Nanahara, who wields significant power and controls Tokyo. Through their online activities, they uncover information about "Tower," a clandestine organization that conducts human experiments.
